The PPP project (hereinafter referred to as the project) of the PPP project of the first-phase construction of the urban underground comprehensive pipeline corridor in Xianning City. The section of the underground comprehensive pipeline corridor constructed is 2.93 kilometers from Hesheng Road (107 National Road to Qijia Expressway) and 2.13 Guanggu Nanheng Second Road in High-tech Zone Kilometers (from Hesheng Road to Quandu Avenue), with a total length of 5.06 kilometers. Two cabins will be built in the whole process. Comprehensive cabins and gas cabins will be constructed in parallel. Except for sewage and rainwater pipelines that do not enter the corridor, all other pipelines will enter the corridor. The estimated investment of this project is 447 million yuan. The construction period is 2 years.

On June 17, the construction period performance evaluation (first mid-term evaluation) plan compiled by our firm as a third-party organization passed the expert review. The evaluation work that has been completed so far includes: visits to similar projects, signing supplementary agreements for performance evaluation, plan preparation and review, issuing notices to the evaluated units, interviews with enterprises, on-site investigations, and symposiums with pipeline units, etc.

Combining the expected output, expected effect, project management and other performance goals, taking into account the client’s special evaluation purpose, in order to refine and quantify the performance evaluation indicators, and enhance the relevance, comparability and economy of the performance evaluation indicators, the evaluation team evaluates the project During the process, a visit to similar projects was specially designed. The evaluation team visited the PPP projects of urban underground comprehensive pipe corridors in Shiyan City (one of the first national pilot cities for pipe corridors), Huanggang City, and Huangshi City. The common features of the three projects are: they have formed a certain scale (44.5 kilometers in Shiyan, 10 kilometers in Huanggang, 10.8 kilometers in Huangshi), and basically achieved the expected output (Shiyan Huangshi has been put into operation, Huanggang will soon be put into operation), and the expected effect is realized. Higher (eliminate road zippers and aerial spider webs, save land resources, make good use of underground space resources, and improve the overall carrying capacity of the city, etc.).
